"Transforming Our Built Environment"

16 November 2004 — The Nipomo Community Services District's Board of Directors voted today to issue an Intent-to-Serve letter for the mixed-use development at 170 South Frontage Road in Nipomo (San Luis Obispo County), California. The project, known as the Nipomo Commons, LLC, is a Joint Venture between Oakland-based Elevation77 (www.elevation77.com) and Ed Shapiro & Associates, a local developer.

The Board's approval followed a public hearing that included a presentation by Bob Richmond, a Principal with R2L Architects in San Luis Obispo (www.r2larchitects.com). Mr. Richmond is working with the Nipomo Commons Team as the lead architect-planner for the project.

Members of the Board noted that efficient water usage is a critical factor in approving any project within the NCSD's jurisdiction, citing increased resource demand due to area growth and other factors. Nine acre-feet of water per year have been allocated by NCSD for the Nipomo Commons project.

"This is a key milestone in moving the project forward with the NCSD and San Luis Obispo County Planning Department," said Rob Marinai, CEO of Elevation 77. "We look forward to partnering with the community and public agencies in realizing the vision for creating a vibrant, desirable downtown community center that links nearby residential neighborhoods to the south and west with the Tefft Street retail corridor to the north."

The 5.5 acre property that once housed the Nipomo Community Center is slated for re-development as a mixed-use, medium density project headed up by Nipomo Commons LLC, 30 November 2004. When the town of Nipomo outgrew its Community Center and relocated to a bigger site west of town, it left the 10,000 square feet structure and nearly 3-acre parking lot idle. Now, a joint-venture comprised of Elevation77 and Ed Shapiro & Associates has teamed up with Bob Richmond of R2L Architects to create a plan for the nearly 5.5 acre parcel located in the center of the 28 acre Nipomo Village area. Their vision is a mixed-use community that incorporates a vibrant, pedestrian-friendly ground level retail-commercial zone and affordable live-work lofts to enable active, healthy lifestyles.

The innovative project will include working with the community leaders and San Luis Obispo County Planning to create a new road alignment for South Frontage Road. The new alignment is designed to improve traffic circulation along Tefft Street, a key design goal for the development.

A total of eight new freestanding structures will be built to accommodate approximately 51 Live/Work Lofts and 60,000 square feet of retail/commercial space in a campus-like setting. Buildings will be inter-connected via pedestrian and bicycle friendly walkways flanked by landscaping using indigenous, drought-resistant and low-water-use species along with the existing mature oak trees. A small park is also planned.

Pathways lead visitors to a series of terraces, or "piazzas," which enable outdoor dining and informal social gatherings in a relaxed, sylvan setting. The entire development is transected by public walkways to encourage foot-traffic from neighboring housing and retail corridors. The project is designed for low water usage, and will maximize access to public transit and non-vehicular forms of transportation.
