Elevation 77 evaluates potential real estate acquisition targets against three broad dimensions:

Economic Criteria — This Element asks the question: Does this site have buried or intrinsic real estate value that may be exposed via an engineering, restoration, and/or transformational remedy?

We apply a multi-variant, probabilistic decision support model that factors in such elements as capital outlay costs (transaction costs plus remedy), development approach/cost, and return on investment (standard NPV and IRR methods using discounted cash flow modeling). This is conducted in parallel with comparable property evaluation and regional trend analysis. We also conduct sensitivity analyses to assess the impacts due to interest rate fluctuations, socio-economic factors, and market-mix shifts.

The Economic Model we develop looks closely at the entire project life-cycle for all projects (brownfield and greenfield alike). This holistic, four-phase iterative approach is outlined below:

Environmental & Engineering Criteria — This Element asks: Are the nature and extent of chemicals well known, and if so, can the site be restored within the constraints of time, finance, and technology limitations?

We view "distressed properties" as real estate whereby conventional financing is unavailable for redevelopment due to actual or perceived impairments that may include:
  • the presence of chemicals in soil or groundwater,
  • the presence of geologic hazards or naturally-occurring land use restrictions, and,
  • the degradation of the physical infrastructure.
Our combined 30 years of land restoration experience and deep network of technology and remediation providers affords Elevation 77 the ability create viable mitigation strategies for sites impacted by most industrial hazardous waste chemicals of concern. These typically include all forms of petroleum hydrocarbons, chlorinated solvents, PCBs, PAHs, metals, organo-chlorine pesticides and herbicides, others. Elevation 77 also frequently tackles sites with known lead-based paint, asbestos, and mold issues.

Additionally, our experience and technical expertise with water resources management and geotechnical engineering enable Elevation 77 to create interesting, value-added solutions for sites with water use restrictions and geologic hazards such as floodplain impairment, seismic risk, subsidence, and slope stability issues.

We typically do not target sites with mixed wastes that may include biological or medical wastes, radiological wastes, or isotopes/radio nuclides.

Risk Criteria — This Element asks: What are the cleanup goals for the site? What is the highest and best end use? What types of instruments are available for this site, and what are the costs/benefits? What types of long-term liability will remain, and what types of instruments/methods will be required to manage that risk?
